Minor Hockey Association Observation Project

Executive Summary

The Minor Hockey Association (MHA) Observation Project is a component of the Enhancement Services program designed to support BC Hockey’s MHA's. This program has the vision of developing Associations through webinar support, resource development, MHA Best Practices, the Hockey Canada Model Association Project and MHA Observations.

The observation is designed to:

  • Observe the skills and achievements of MHA personnel as they undertake their responsibilities

  • Encourage communication, collaboration and interaction both internally and externally

  • Offer support to encourage development essential to progress

  • Develop consistency with District, Branch and National expectations

  • Identify areas for improvement and a system / timeline to address these areas

  • Encourage personnel to give the end users the best possible support

  • Determine appropriate actions for the Association

  • Determine where services to Associations and Association operations need improvement

  • Seek and distribute best practises based on program findings

The observation process is arranged in the following manner;

  1. Association submissions

    • Status report submissions

    • Financial process information submission

    • Previous Board meeting minutes

    • Web site access to the Association Handbook (Constitution, Bylaws, Policies)

    • Information on any Association special initiatives

  2. The Observation involves an observer visiting the association to:

    • Observe a Board meeting as well as the possibility of other Association meetings;

      • Conduct one on one interviews with Association personnel as well as people outside the organization;

      • View programming or special events and interacting with participants.

  3. A report is compiled by the observer including;

    • Results of the Status Reports and Association submissions;

    • Association development items gleaned from interviews;

    • Operational items taken from the Board meeting observation;

    • A review of organizational documents (example: Handbook).

  4. Contents of the report with recommendations are discussed with the Association President and possibly others at the direction of the President.

  5. The observer may continue assistance as the Association considers or enters implementation of recommendations.
